Editing Oceam Scrap

Oceam Scrap was a variant of cranberry excess that was exclusively farmed by cranberry farmers in Maine, Vermont, New Hampshire, and Omen. It was a congealed product comprised of rotted cranberry skins, stems, leaves, and fruits. It was an extremely unpopular food item, but was extremely affordable, being sold at approximately 10¢ USD per 1kg can. The cans were shipped on pallets, upon which 18x18 layers of the cans were lain in 15 distinct layers, and the pallets were sold to retailers for approximately $13 USD per pallet, (a steal, truly, for 4680 cans). At this rate, the cans were sold for .28¢ per can, meaning that the cans were sold at a nearly 300% markup at grocery retailers. If the cans were sold for .28¢ per can, and a business wants to purchase 9000 cans of Oceam Scrap exactly, how much will they pay for this order? Remember, since partial pallets cannot be purchased, the cans which don't fit neatly into the pallet count must be purchased at the market rate, 10¢, while the 4680 cans on the pallet are each sold for .28¢ per can.
