edit edit sourceChihuahua, Mexico (Better known as City 9), was the Combine Base of Operations on Earth during the Great META War. It was home to the Citadel and housed a dimensional portal which linked City 9 and the C.O.C.K. For a short time, the Combine expanded outward and conquered all of Mexico; the nation thrived under the leadership of General Grievous, but it quickly collapsed after the Combine were out of the equation. After the Great META War, G-Man was "elected" to represent Mexico, but he was unable, or unwilling, to perform the tasks laid before him. The Citadel became a popular tourist attraction, and many people took to paragliding off of the nearly 2 mile tall building.
