The spigot randomly appeared in what was then a forest around 166 BB. Nobody witnessed the appearance, however an elderly couple, Riley and Ryland Shoesuckle, were the first to encounter it while strolling through the woods.

Riley and Ryland approached the spigot, and attempted to pull it down to the ground. It wouldn't budge. Ryland dislocated his elderly shoulder during these vain attempts, and the two reluctantly returned to town to acquire medical assistance.

He reported the spigot to the town authorities, who immediately made it a spectacle, destroying the forest surrounding it and setting up the Water Fair, a permament installation. Instead of using this infinite source of clean water for good, the government abused it as a source for endless capital, selling cups of the 'Infinite water' for as high as $500.
