Ourana was a hydrometric cloud city on Uranus which served as the capitol of the Commonwealth of Uranian Municipalities (CUM). Constructed in 100,422 AB, it was the first major civilization to rise from the ashes of the Waifurian Empire.
Founding
Ourana was concieved a safe haven for 'loyalist' Waifurians who sought to preserve the valor and grandeur of their former Empire, despite it's somewhat pathetic end. While the peoples of the Inner Solar System and indeed, much of the former Waifurian Empire, sought to establish their own new democratic forms of government, and to create natural, mutually beneficial trade routes and connections, the Ouranians, largely bureaucrats from
