Pluto was the Omniversal Capital of Death and Suffering, and was the #1 rated Underworld on TripAdvisor until Portland Oregon. Located on Pluto, Pluto was ruled by the god of death and reparations, Pluto.
Location
Nestled in a large, dark crater on the North Pole of Pluto, the city of Pluto was a bustling hub of damned souls and traveling merchants. Despite what modern theocracies might have taught, in the Rick Hernia Omniverse, every soul was damned from birth. As such, Pluto was filled with the souls of every entity who had ever lived in the history of the Omniverse. The city was forced to expand over thirteen times over the course of the eons, eventually slowing expansion after many souls began relocating to Portland Oregon. (It was a much warmer and brighter place, and the Eye of Sauron was seen more favorably in the eyes of the departed than the city's mayor, Pluto).
Government
The eternal overlord and elected mayor of Pluto was the god of death and reparations, Pluto. Pluto named the city of Pluto after himself (and also named Pluto after himself). Pluto presided over the Plutonian Parliament, which had roughly seven million political parties and fourteen billion representatives. Pluto was the most direct democracy of All Time.
Relations with the Soullean Zombie Hoodluck Chim Ding Factorium
It was Plutonian custom to mail-order one's corpse to be delivered to Pluto, so one could look upon their decaying remains and be at peace. Unfortunately these corpses often reanimated, and were cast out from the city walls because of this. This led to the Soullean Zombie Hoodluck Chim Ding Factorium being formed, a brigade of nomadic soulless zombies who scoured Pluto.
