The Skylands (sometimes referred to as simply 'Skylands') was a series of dinky rock islands floating through the upper atmosphere of Saturn. They were home to many primitive lifeforms.
History
Saturn's atmosphere, like its neighbor Jupiter, was home to several civilizations. However, while Jupiter was home to many cloud cities, Saturn instead had lots of primitive, stone-age cultures which were permanently stuck in this era. They suffered what was known as the 'Skyblock Paradox'.
Most of the Skylands were in fact leftover chunks of rock which had once been a part of Saturn's rings. Because of this, these barren space rocks were relatively inhospitable towards life. Nevertheless, microscopic organisms evolved on these desolate rocks, and eventually evolved into the sophisticated but monolithic culture of 'Skylands'.
Kaos
The Skylands were ruled by Kaos (although, no one really cared about him). He had virtually no power and only succeeded in the occasional astral projection.
