It was formed after the Great META War, when all five nations agreed that they needed to have a stronger alliance in order to fight off another invasion of such magnitude. The Board's main center of operations was Memphis, Tennessee, where they operated out of the Mountain Palace (formerly the Bass Pro Shops pyramid). The top of the pyramid was the Chairman's chambers, usually occupied by Joe Biden. The Board at first had no real jurisdiction, but over time they gained more and more power, although that was not completely intentional on their part. The governments simply started giving up trying to control the people, with Joe Biden abdicating his throne in Washington D.C. for the Chairman position. He was succeeded by his Vice President, but then the position of president was promptly erased. In fact, the only nation in North America with a fully functioning autonomous government is Jacksonville Florida.
