The Commonwealth of Uranian Municipalities (CUM) was an independent state claiming sovereignty over Uranus, false planet Neptune, and the Kuiper belt. The seat of the CUM government was the city of Ourana in Uranus' stratosphere. It had a zero-member legislature, which was painted as neo'democratic' by Ourana Mayor (and de facto Commonwealth ruler) Jishi Ravelle.
The Commonwealth was a subsidiary of the Uranian Gas Corporation.
