Fi Dung was a hideous cyborg creature which served as the Governor of Ferinah and its moons. A native Ferin, he betrayed his people and their sovereignty in order to strike up a deal with the Combine. Fi Dung was responsible for the construction of the Dynacoil of Ferinah, as well as authorizing the Combine destruction of large swaths of his homeworld.
