Ourana

Ourana was a hydrometric cloud city on Uranus which served as the capitol of the Commonwealth of Uranian Municipalities (CUM). Constructed in 100,422 AB, it was the first major civilization to rise from the ashes of the Waifurian Empire.

Founding

Ourana was concieved a safe haven for 'loyalist' Waifurians who sought to preserve the valor and grandeur of their former Empire, despite it's somewhat pathetic end. While the peoples of the Inner Solar System and indeed, much of the former Waifurian Empire, sought to establish their own new democratic forms of government, and to create natural, mutually beneficial trade routes and connections, the Ouranians, largely bureaucrats from Memphis, Tennessee or the Waifurian Core offices on Zerrion, elected otherwise. They financed the streamlined construction of the massive city of Ourana by selling the very atmosphere of Uranus itself to the highest bidder. In fact, by the centennial of Ourana in 100,522 AB, Uranus had decreased in mass by .1% due to the extraordinary amount of gas sales occurring in its atmosphere.

The mayor of Ourana was a Zerri Whetherwoman-turned-Planetary Governor, Jishi Ravelle. Her experience predicting the monstrous, devestating tides from her seventeen-mooned homeworld earned her the role as governor of the planet during its 90,000 year period of Waifurian Occupation. When the Zerri declared independence from Waifuria during the Interregnum, and the last MTO transport had left the system, she was nearly beheaded by the uprising population but unfortunately escaped with her life.
