The 60 BB Vortigaunt Deportation Act (VDA) was an exclusionary, Xenophobic piece of legislation passed by U.S. President John F. Kennedy's administration shortly after the President took an uneventful car ride through Dallas, Texas.

Context

Large quantities of off-worlders were transported, or chose to transport, to Earth during the course of... well... the Great META War; in fact, according to a 65 BB Census, over 4% of the U.S. Population identified as 'Xen Creature', 'Non-Ethereal', or 'Not At Liberty to Say'. Therefore, as the Constitution is, indeed, the supreme law of the land, the DMV's extraterrestrial driving ban was ruled Unconstitutional and struck down in court.

The VDA was initially brought to the Senate floor on February 4, 61 BB by Senate Majority Leader Mike Mansfield (D), who gave a long and impassioned speech about the dangers of alien workers within the United States.
