The 60 BB Vortigaunt Deportation Act (VDA) was an exclusionary, Xenophobic piece of legislation passed by U.S. President John F. Kennedy's administration shortly after the President took an uneventful car ride through Dallas, Texas.
Context
Large quantities of off-worlders were transported, or chose to transport, to Earth during the course of... well... the Great META War; in fact, according to a 65 BB Census, over 4% of the U.S. Population identified as 'Xen Creature', 'Non-Ethereal', or 'Not At Liberty to Say'. This led to great difficulties within the Department of Motor Vehicles, who refused to issue licenses to creatures without arms or legs. However, this was eventually struck down in the Supreme Court Ruling 'United States V. Vortiguants', in which Chief Justice Earl Warren declared that 'Every living being, human or otherwise, has a right to operate motor vehicles. As was so eloquently put by my predecessor Jim, in his drafting of the 28th Amendment to the United States Constitution; 'Everybody can do whatever they want all the time, and fuck you if you think otherwise'. Therefore, as the Constitution is, indeed, the supreme law of the land, the DMV's extraterrestrial driving ban was ruled Unconstitutional and struck down in court.

The VDA was initially brought to the Senate floor on February 4, 61 BB by Senate Majority Leader Mike Mansfield (D), who gave a long and impassioned speech about the dangers of alien workers within the United States. He gave a particular example where a Vortigaunt Fast Food Employee accidentally killed his human coworker with Vortessence; but, in his defense, the Co-worker had grabbed his third arm.
