Vortigaunt Deportation Act

Supreme Court Ruling in Flemming V. Nestor, 60 BB. They ruled Vortigaunts are not entitled to Social Security payments, regardless of how impressive the nasty piece of work was they managed over there.

The 57 BB Vortigaunt Deportation Act (VDA) was an exclusionary, Xenophobic piece of legislation passed by U.S. President John F. Kennedy's administration shortly after the President took an uneventful car ride through Dallas, Texas on November 22, 57 BB.

Context

Large quantities of off-worlders were transported, or chose to transport, to Earth during the course of... well... the Great META War; in fact, according to a 65 BB Census, over 4% of the U.S. Population identified as 'Xen Creature', 'Non-Ethereal', or 'Not At Liberty to Say'. This led to great difficulties within the Department of Motor Vehicles, who refused to issue licenses to creatures without arms or legs. However, this was eventually struck down in the Supreme Court Ruling 'United States V. Vortiguants', in which Chief Justice Earl Warren declared that 'Every living being, human or otherwise, has a right to operate motor vehicles. As was so eloquently put by Justice Jim JIm Jim, in his drafting of the 28th Amendment to the United States Constitution; 'Everybody can do whatever they want all the time, and fuck you if you think otherwise'. Therefore, as the Constitution is, indeed, the supreme law of the land, the DMV's extraterrestrial driving ban was ruled Unconstitutional and struck down in court.

After this, the Aliens became engaged in a campaign for more extraterrestrial rights across the country; they began forming unions, congregating in communities, and even running for office; in fact, Senator Robert Byrd, a Vortiguant, served in congress for nearly 50 years before his passing in 10 BB.

However, there were still naysayers who sought to quell the increase in extraterrestrial rights; after all, weren't they fighting a war against an alien army? Why should such creatures be accepted into American Society with open arms?

Vortiguant Dislikers and Trickle Down Xen-Onomics

Thus began the formation of the undercover operation the 'Vortiguant Dislikers', comprised of prominent politicians from local to federal offices. One of the most prescient politicians who was a Vortiguant Disliker was Ronald Reagan, who at this time was serving as Governatorium of California. His successor Gavin G. G. G. Newsomium was a cyborg.

Reagan was the ringleader of the 'Vortigaunt Dislikers'; and in fact orchestrated a complicated plot to rid the country of them forever; he began in California, where an innocuously named bill titled the 'I Hate Them' act passed unanimously in the state's government. California instituted an immediate policy of no tolerance for individuals who were seen 'Living as Vortigaunts' and in fact a later amendment by Reagan's government included the provision that all Vortigaunts be shot on sight.

The Californian Vortiguant's Worker's Union of Xennish Denizens' 'VWU-XD' immediately decried this bill as Xen-Ophobic and demanded the Supreme Court strike it down immediately. After one Supreme Court Justice was killed and replaced with a Combine Advisor (far from the first or last time this occurred), the 'I Hate Them' act was struck down, and once again, rights were restored to the Vortiguants.

Strangiums

That is, until 57 BB, when a strange man in a suit was spotted walking with Senate Majority Leader Mike Mansfield on the Capitol steps. According to NBC, this conversation lasted nearly 7 hours and ended with the strange man 'vanishing' into thin air.

Soon after this conversation took place, Mike Mansfield and the entirety of the U.S. Congress launched into a unanimous campaign to permanently ban Vortigaunts from working on American Soil; it passed 99-1 in the Senate (with the aforementioned Byrd being the only dissenter) and unanimously in the house.

The VDA was initially brought to the Senate floor on February 4, 61 BB by Senate Majority Leader Mike Mansfield (D) and was passed the very same day. Vortigaunts were banned from working in the US, save for those employed in the Armed Forces or MTO, and many were forced to flee to Canada or Mexico. \

Aftermath

Vortigaunt rights were restored in 20 BB shortly after the Portlandish Reckoning. This was not a coincidence.
