TOP-E (often referred to simply as 'Tope') was a small, rocky terrestrial planet in the TOP system. It was a planet colonized and terraformed by Hars; one of the many secretive conquestions of the Interplanetary Dominion under Preomordikat III. The Hars developed the once-barren rock into a thriving civilization, with nearly half of the planet being one massive metropolis, which would become known as 'New Hars City'. This city contained approximately 2 billion Hars. The Hars did not welcome outsiders, requiring strict Visa permits to be filed, with no errors in paperwork, in order for anyone to enter. The New Hars City Tourism Authority (NHCTA) was famously strict with their requirements; and thusly only 4-5 offworlders were welcomed to the planet each year. They also dammed a crater to create an ocean, which they called 'Iris Ocean', due to the fact it resembled the black emptiness of the Hars iris.
